The short answer to your question is yes but if you leave it in that form, your teacher will most likely count it wrong. WHY?
Because the accepted scientific notation puts a period after the first number and then uses the exponent which makes the same number.
In your case 46x10-17 should be written as 4.6x10-16.
Yes, I know it is the same number but I have seen textbooks which only accept the second example as correct! The bottom line is "Do what your teacher says is correct!"
