The Bible is believed to be from God. The Bible says it is from God. All the evidences available, the creation and history bear out that the Bible came from God. The Old Testament (OT) was written for everyone who ever lived, is living and will live. God gave laws to the people of different times. Adam & Eve had different laws before they were banished from the garden than what they had after. When Moses gave the laws for the Hebrews (Jews & proselytes only) it contained laws he had give before also. He still had laws for those who were not Hebrews, ex. when He sent Jonah to Nineveh. He taught thru his prophets that a new law would come. It did when Jesus came and went into force after his ascension and the apostles preached the new laws for the first time in Acts 2 to the Jews first. He then commanded the new law be preached to the Gentiles starting with Cornelius in Acts 10 & 11. The New Testament (NT) laws are now in force which include basic laws from the beginning. The ones repeated in the NT that were in the OT are timeless, "Thou shalt have no other gods before me," for example. There were over 900 laws in Moses laws (from God) that ended, a covenant, when the NT laws began. The book of Hebrews is full of explanations regarding this fact. God's new covenant is now in force for everyone today and till the end of time. We live under the christian age and laws. The bible is our guide.
