No, it is not. The Mona Lisa was created in 1503 by Italian artist Leonardo da Vinci. It was created during the Renaissance, a period between the 13th and 17th centuries, centered in Italy. Renaissance means "rebirth" and during this time, there was a surge of art being created. It does, however, contain some similar characteristics, as the blurring, fuzzy edges, which is called sfumato, is similar to the blurry effect used by the impressionists.
