Divide the second number by the first number and subtract 1. Then convert the decimal into a percentage, e.g., what's the percentage increase from 50 to 60? Take (60/50)-1 = .2 or a 20% increase. What's the percentage decrease from 50 to 40? Take (40/50)-1 = -.20 or -20% (a 20% decrease or negative 20%).
