Farsi idiom - Anyone know usage for it?

The phrase is : Baz hamoon aash va hamoon kaseh! Someone told me it means, again the same food with the same bowl or something?? Can anyone help me figure out what it means, and what an appropriate circumstance to use it is? Like if I ask a friend to go out with me and get the same answer 3x, would I use it then?
