Hello,
I am assuming that the scrolls you refer to are the “books” we have in the Bible now. If there are any left out scrolls, it is because they are considered to be Apocrypha. The Apocrypha were books deemed to be either heretical, inaccurate, and/or just plain fake as it relates to being Divinely inspired. This was decided by early church fathers, as they sought to bring the scrolls/books of the Bible (which were floating around in early Christian communities), together. I hope this helps.
