I'm not really sure what you mean by element. But there are a few factor that lead to healthy linguistic competence. First, there's a gene called the FOXP2 gene which seems to be very important for language acquisition. For example. the KE family lacked this gene and could not develop language. Second, humans have a critical period where they need to learn a language or they will loose the ability to ever speak fluently. Third, motherese is very important for language acquisition. Motherese is when someone slow down their speech to talk to babies. This is believe to be an evolutionary predisposition to teach language to babies. I hope this helps. There are a lot more elements.
