Why do they say that Samael is a fallen angel but still in the service of God?

He wasn't a fallen angel. We was very spiritual in ways I couldn't simply get into but he was a human being. He was in service of God because his mother had prayed that if the lord made her able to bear a child she would give the child to the lord. She was merely holding up her end of the deal. He was just a priest.
