How many of the original states out of the 13 had to approve for a law to pass?

According to the Articles of Confederation, 9 out of 13 states had to ratify any law for it to pass. Since states differed on numerous issues because of their populations, usage of slaves, economic endeavors, etc., it was difficult to obtain such a high level of agreement on most major issues.
