In modern times, not really. Since 1815, there has been almost continual conflict whether interstate or intrastate taking place somewhere in the world.
However, the argument can be made that throughout history there have been "nodes" of peace. We can observe this from periods like the so-called Pax Romana or Pax Monglica. During these periods, such large empires were able to establish order and security within their populations. Now that being said, these empires were almost entirely built on conflict and even during the periods like Pax Romana, conflicts were occurring elsewhere.
