I would disagree because it was the precursor for the voting rights act of 1965, then the fair housing act of 1968. Without the civil rights act, minority communities would have struggled to gain more rights during the 60s, it may have taken longer for minorities to gain freedom, but minorities were able to gain more freedom because of the civil rights act. As you mention, one could look at that act and say it was limited in scope, but you have to look at what was to come after the civil rights act.
