I think that your question is very interesting. Of course you cannot learn a new language easily without the vocabulary words. However I think that it is better to memorize the vocabulary as useful phrases and examples.
There's no perfect answer to your question. As with other languages, there are different methods to aid in gaining more fluency in the English language. You have to decide which method/s you are comfortable with. In my opinion, one of the best strategies to help improve your English skills is to practice speaking English with a fluent English speaker. Although learning English grammar, reading, and writing the language fluently alone are very important, speaking and listening to the spoken language would be more difficult to maintain without practicing your speaking and listening skills. If there's no one else to speak English with, then my advise is to record yourself as you study. For example if there are useful phrases that you would like to memorize, you can record yourself to listen to the way you sound. Another good strategy is to watch a movie or a show of your preference in order to get used of the way English Speaking people communicate in various situations. My next advise is to not be afraid of making mistakes, so that you can learn from it and enhance your skills. Last but not least, be consistent with your study of English, and don't give up. Hopefully you will not be stuck at intermediate level.
