The answer in no. There are lots of hypothesis concerning to this rule, but Arabic is definitely a big no.
Most of the Spanish names end with the "-ez" , as for example: Perez, Hernandez, Lopez, Nunez, Suarez, Gamez, etc. The "-uez" ending however can be found in some names as Rodriguez which derives from the name "Rodrigo", Dominguez which derives from the name "Domingo" and the "u" is added as an orthographic rule of the Spanish language due to "ge" and "gi" being pronounced /xe/ /xi/ so the "u" is added (gue, gui) to pronounce it /ge/ /gi/
