Nice job on your “How To” writing. Can I assume you are writing text to explain video editing software?
Your punctuation is appropriate for this type of writing. A comma is usually used at a natural pause in your thought. If you would pause when giving directions in Step 2 of layer selection and movement, leave the comma where it is. If “just outside of the frame” is part of the same thought, then the comma should be removed. Are the directions still clear if the comma and the end of the sentence are removed? That is how you know if it is one thought or two.
Also, your text will sound more like natural English if you use the word “quickly” instead of “fastly”.
