Although I am no ecologist, there are probably a few reasons for this. One reason may be that they may not be able to reach up to that area due to the high altitude. Getting up there might be hard if there are a lot of large rocks to get over or some other obstacles which a rabbit is not equipped to overcome. Another reason may be the lack of food. In an area of such high altitude, there are a limited number of organisms that may inhabit the area and there may be limited food supply. There might not be enough food or the right type of food for rabbits to survive up there, thus you may not find them there for that reason.
