The simplest way to think of this is that cannot denotes ability. I cannot fly (think "fly" like a superhero in this example). Does not denotes a simple factual state. I do not eat meat. I also do not fly, but I could eat meat, I just don't, whereas I am unable to fly. Will not denotes a choice. I will not steal. I do not steal, because I have chosen not to steal, which means I will not steal. I do not eat meat, but that doesn't necessarily mean that I have chosen not to, it could just be a coincidence (though in the case of nutrition, that seems rare). I will not fly would mean that I have the ability to, but I have chosen not to--quite different than I do not fly (a simple fact) or I cannot fly (a statement about my ability).
