The width of the rectangle is x, so the length is 1.3*x.  The perimeter is 2*width + 2*length.  The equation to solve then would be 2(1.3x) + 2(x) = 35 which is 2.6x + 2x = 35 which is 4.6x = 35 and solves to x = 7.6.  So the width is 7.6 meters and the length is 1.3(7.6) = 9.9 meters.
