Not sure if I'm fully understanding your question, but I'll give it a shot with an example.
Let's say x = 9. And y = final number. Since you know x is 30% of y, you can make an equation to find out what y is.
Equation: x = 0.3y. (I've converted the 30% into a decimal)
This shows that x is 30% of y. Now, to figure out what why is, you divide by .3.
So, y = x/0.3. If we plug in 9 for x, we see that y=9/.3=30.
If you're looking for the other 70%, 30-9=21
