One technique to get things calibrated is to build a "ruler" in photoshop. You can use the built-in ruler and duplicate lines every inch both horizontally and vertically. Add some numbers to count them off and you have a simple 'ruler'. Then print that and see what you get. It's possible you have "print to fit" set something in your print chain. Remember that you can adjust things in your printer driver as well as within Photoshop.
Another great calibration tool is to search the web for a PS file of graph paper of a known grid size. Then print that to see what's going on.
