Tricky question since the Rain Forest and Tundra are very different environments.
However, the amount of precipitation affects the number of species due to water being a primary resource for all living organisms; plants, animals, fungi, bacteria, etc. With abundant water...AND food sources, species can proliferate. Since in both environments, plant growth can be most affected by rain fall amounts, herbivores will thrive with additional plant growth and carnivores will follow suit on the additional food source of the herbivores.
