I feel that English language has many of these kind of usage that exploits the fact that the logically flipped clauses put side-by-side strikes emphasis of the point the writer want to make. What named rhetoric method is this?

The device in use here is antithesis, a device in which two contrasting ideas are placed next to one another in a parallel structure.

You might also be able to make a case for chiasmus, a sort of reverse parallelism.
