Is John the Baptist considered a reincarnation of Elijah?

If so does the Bible and in turn believers accept rebirth on earth (not being born again in the figurative sense ) like some pagan religions do?

This was John’s testimony when the Jewish leaders sent priests and Temple assistants from Jerusalem to ask John, “Who are you?” He came right out and said, “I am not the Messiah.” “Well then, who are you?” they asked. “Are you Elijah?” “No,” he replied. “Are you the Prophet we are expecting?” “No.” “Then who are you? We need an answer for those who sent us. No John the Baptist was not reincarnartion of Elijah but instead the cousin of Jesus the Christ. He was the first one to jump even in his mother's womb when the Savior came near. Reed about it for yourself the Bible is incredibly interesting.
