Twice the difference gives 2(difference). The difference of some number and ten is x-10. We always use the first number said first, so it wouldn't be 10-x.
So far we have 2(x-10). This is at most -22. "At most" is the same thing as saying less than or equal to.
So 2(x-10)≤-22.
