President Wilson wanted to make certain the mistakes of the past were not repeated yet again. Since the Germans fought the Russians in bitter cold, brutal combat it was decided that Russia should be allowed to have a portion of Germany, East Berlin. (Our military had held back as to give the Russians the opportunity to invade Berlin first.) The Allied forces then maintained the other portion of Berlin, West Berlin. The objective being, to allow Germany to work and maintain its economy without gaining massive militaristic power.
