Currently, Illustrator only allows the repositioning/copying of artwork and artboards simultaneously. Scaling must be done separately.
To have multiple versions of the same artwork, the “.ai” file can be Placed into itself: File—> Place (using the “Link” option). The placed versions could be scaled and spread out on multiple artboards of various sizes. Whenever a change is made to the main artwork & Saved, the Placed versions would be updated by using the Links Panel. Note—the Placed versions are single, self-contained objects.
