Your assumption for writing out numerals is incorrect. When writing for academia, business or the media--newspapers, magazines, blogs, etc., One to nine are always spelled out: one, two, three, four, and so on. When you are writing numbers greater than nine, the correct way is to use numbers: 10, 11, 12, and so on. If you are writing about money, use the dollar sign plus the number: for example, $2 million, $25 million. Never write out two million dollars. That is reserved for check writing by hand.
In legal contracts, both numbers and writing the words are used: $11,000 is Eleven thousand dollars. If you are signing document, let your attorney handle the way the numbers are presented (assuming you have hired a reputable attorney that concentrates in the field you need.
