Usage of "Not" with "And"?

Question

If I want to build up a sentence like; "If you don't have a gift idea and want to pay much." Does this "not" make both verbs (have - want) negative? It seems like it works but I still have doubts about it. Or what is the correct form of this grammar ?

If you want to be clear, I would go with something like, "If you don't have a gift card and do not want to pay too much . . .". I would use the contraction and then the longer form to avoid repetition. This is not considered a double negative.
