Like you said, option A is correct because it is tense-appropriate with the verb "made" and "sent". All three of the other answers are happening present tense no matter what other words ("Upon"&"When") they throw in to confuse you. Options B, C, and D are all bad form because they establish a present moment for the events of the sentence only to brush past the subject's "considerations" and summarily describe his action. It is inefficient to say the least.
