By the way in formal writing?

Can I say "By the way" in an official document or professional meeting and other important/formal times? I never saw any film which would include these words.

I would not use that in an official document, since "by the way" is pretty informal. Instead, you could always say "in addition", "relatedly", or "on the same topic."
