I would argue New York City, specifically Manhattan, is more, if not just as regularly laid out. Both use a grid pattern, I haven't been to Chicago, but I have been to New York City a few times, the streets are all numbered going south to north, avenues going west to east. I could make the argument that Washington DC is even more well laid out since it was planned ahead of time. All roads seem to connect back to the Capitol as it's focal point.
