The verb "supersedes" means that one overrides another. You might also say: "In the event of a conflict between X and Y, the provisions of X govern" or "the provisions of X take precedence over the provisions of Y." When there are multiple governing contractual or policy documents or statutory/regulatory schemes with potentially overlapping effect, it is important to understand how provisions might be interpreted in practical situations. For instance, if you are drafting a compliance policy for a corporation, it is important that you don't inadvertently negate the detailed code of conduct in saying that the law takes precedence over the corporate policy.
