Capital or small letter after double colon?

If I have a sentence like: .. major improvements as follows: First, .. ... the following things changed: the building.. 1. Is it ok to capitalize the first letter after double colon in some cases (when it is totally new sentence like the first sentence) and use small letter when it is a continuation for the sentence before it (the second sentence)? 2. Is there a fixed rule for this? 3. Is there any difference between British and American English in this rule?
