If possible, it is best to find the name of the person or department who will receive your letter and address them specifically. "Dear Mrs. Smith" or "To the Department of Admissions" will make a better impression than a completely impersonal greeting. Since it is not always possible to find out who will receive your letter however, when in doubt I like to opt for "To Whom It May Concern." It is gender neutral and feels less dated than "Dear Sir or Madam." Remember, it is traditional to capitalize each word and use a colon afterwards. Good luck!
