How to reduce by 10-20%?

Question

I was given an assignment about reducing waste by 10-20%. For example, within a week, if you collected 5 paper cups, reduce it by one. If you collected 10 plastic bags, reduce it to 8.

The example above was given to me so I was wondering how I would calculate my own. So, if I collected 14 plastic straws, what would the 10-20% reduction look like? How many straws would I have to reduce to if I collected 14 straws and wanted to reduce it by 10%? I don't know if there is a way to calculate this or not... Any help?

So reducing by 2 straws would be between 10% and 20%
