The x is the independent variable which means you get to pick whatever you want for x. I would suggest some easy things though, like 0, 1, 2, 3 and in this case, -1, -2, -3. Then to figure out what the associated y value that goes with each x, you just plug the x you picked into the equation and see what the y is. For example, x = 1 means y = |2*(1)| + 1 = 2 + 1 = 3 and for x = -3, y = |2*(-3)| + 1 = |-6| + 1 = 6 + 1 = 7
So the table looks like this:
