This is easiest if you make all your values have the same unit of measure. So you want to break your gallons and quarts into cups. There are 16 cups in a gallon. So you have 32 cups of soil. You still have 12 cups of garden soil. There are 4 cups in a quart. So if you take 1.50 and divide it by 4 you have the value of how much it cost per cup, which is .375. Now if you add together your 32 cups of soil and your 12 cups of garden soil you are purchasing 44 cups in all. Lastly, you need to multiply your 44 cups by .375 to get the final value of what you have to pay, which is $16.5.
