Is the total supposed to be 400 pounds? I'll assume that to be the case. So, I think we have

Earl Grey (EG) @ $6/lb

Orange Pekoe (OP) @ $4/lb

To make 400 lbs of blend (B) @ $4.50/lb

(x lbs)($6) + (400 lbs - x lbs)($4) = (400 lbs)($4.50)

6x +1600 - 4x = 1800

2x = 200

x = 100

That would be 100 lbs of EG + 300 lbs of OP to make 400 Lbs B
