Take the inverse tangent of both sides and you get
θ = tan-1(-3) = -71.565º
If you look at the graph of an inverse tangent function, it repeats itself over and over again every interval of pi. So, You can add an integral multiple of 180º and get the same answer.
tan(-71.565º + 180º) = tan(108.43º) = -3
tan (-71.565º + 2*180º) = tan (-71.565º + 360º) = -3
tan (-71.565º + 3*180º) = tan(-71.565º + 540º) = -3
and so on...
