Why do they use ¿? and ¡! in Spanish?

Also, I would like to add a little particular about forming statements and questions - as many times the word order in Spanish is the same... and in that case if we have a question we would need to put the question marks in the beginning and the end to signal the rising tone in our written mode transcript dialogue or spoken idiom.
