-(9x-3) =-1(9x)- -1(3)
Rule: negative X positive =negative, and you are distributing -1. So -1 X 9x = -9x and -1 X 3 =-3
Now you will simplify -9x - (-3)
When subtracting integers, change the subtraction sign to an addition sign, then change the sign of the number being subtracted to the opposite. Or to make it simpler, when subtracting integers, subtract the opposite. This becomes -9x - the opposite of -3 which is +3. Since 9 has a variable, you cannot subtract the 3 from the 9.
Therefore the answer is -9x + 3

When simplifying this expression, remember that the negative sign outside the parentheses represents a distributive property and the negative in front is actually a -1. Then distribute it out:
(-1)(9x) - (-1)(3)
Remember that negative time negative is positive:
-9x + 3
