The short answer is the singular focus on military prowess and the creation of a disciplined, militaristic society that set Sparta apart from other Greek city-states. This focus deeply influenced Spartan life, shaping everything from social norms to the roles of its citizens, including women who enjoyed greater status and freedom compared to their counterparts elsewhere in the ancient world. Spartan women were viewed as an integral part of Spartan society, and were viewed as the only women in the world who could produce Spartan hoplites (warriors).
Furthermore, due to the majority of the male population being employed as warriors, and thereby being in constant battles, the daily and legal affairs of everyday life had to be fulfilled by Spartan women. If a male died, his properties and belongings would be given to his wife. This is quite a stark difference compared to other Greek city-states of the time.
The factors that made Sparta a formidable and warrior-centered society was the geographical topography of the region. It is highly rocky and mountainous. It is not well suited for large scale cultivation, aside from a select number of crops. The Spartans had to acquire land to the north of them that was better suited for agricultural cultivation, and therefore had to develop a strong militaristic society and an extremely physically strong and hardy population to do so.
Fun fact, in recent times, (as recently as the 1800's) the descendants of the Spartans, the Maniots or Maniates in Greek, were employed as pirates and privateers for this exact reason.
