what is the relationship between gel strength (%) and mobility of protein?

In general, the higher the % the more retarded/slower will be the mobility of a protein.  The larger the compound being separated the more affected will be its mobility.  So, a simple answer would be as the % strength increases the mobility decreases.

high % of gel are will retard and slow the migration of large molecules more than the smaller molecules.
loose gel with low % gel will allow large molecules to move further down the gel
