pencils : pens :: 40 : 24
pens : rulers :: 24 : 3

With all due respect Mr M, it must be questioned as to why you resulted to 50. If your goal was to use the right ratio to upscale the pencils, you would calculate 5 X 8. Please review David’s answer and re-evaluate the problem. Thanks.
