Find the unit rate by dividing the miles by the hours.  That will tell you how many miles meg walks in one hour.  Remember, when you divide by a fraction, it's the same as multiplying by the fraction's reciprocal:

 

(1/3 mile)/(1/9 hour) = (9/1)(1/3) = 9/3 = 3 miles/hour

1/3 mile divided by 1/9 hour will give you miles per hour.
