Ratios are a lot like fractions. They may be reduced in the same way, because the ratio A:B is the same as the ratio Ax:Bx, where x is any constant.
So, the ratio 18:4 is the same as:
9:2 [x=0.5]
18:4 [x=1]
27:6 [x=1.5]
36:8 [x=2]
. . . . . .
1800:400 [x=100]
4.5:1 [x=0.25] [note: a second value of 1 is often important, for example, on maps or blueprints. It's called a scale.

As a fraction, 36/8 = 54/12 = 72/16 = 4.5
You may choose any number for the second value, then multiply by 4.5 to get the first number.
On a map or blueprint, 1 inch = 2 miles is an example of a "scale" (you may also find scales in other places). So, the ratio
(1 inch):(2 miles) must always be the same
If the map shows the distance from one town to the next as 1.5 inches, how many miles is the actual distance ?
