Would you have to be specific in the ratio between shapes?

Let's say that in triangle QTS, the leg is three, and the bottom side is 4. The other bigger triangle RWK leg is 6, and bottom side of the triangle is 8. If the question asked you for the ratio of QTS to RWK, wouldn't 1:2, not 2:1. I believe i'm right, but my brother says that it can be either way -_-.
