I'm not sure what the question is. The first line is a statement and the second one is confused grammatically.
If you want to know about the Shogunate it existed in Japan as the ruling military government from 1600 to 1868 (Gregorian Calendar). The shogun (who was always from the Tokugawa clan) was the de facto ruler of Japan until the Meiji Restoration returned power to the Emperor.
During the Shogunate a long period of peace existed where Japan's culture, art, economy and agriculture grew rapidly. The downfall began in 1853 when American Commodore Matthew Perry arrived in Edo Bay with four armed ships and forced Japan to open its market to foreign traders. The resulting economic instability led to the downfall of the Shogunate and the rise of the Empire of Japan (1868-1947).
