problem says parachute reaches terminal velocity. it has Fdrag at the top of parachute and Fg=850N at the bottom. I need the value of Fdrag, net force, acceleration, and is it  balanced or unbalanced

Force equals mass times acceleration (F=ma).  When the parachutist reaches terminal velocity, he is moving at a constant speed and no longer accelerating, so a = 0; hence the net F = 0.  So Fdrag must exactly balance Fg; that is Fdrag = -Fg.
