I think the easiest way to get percentage is to just dividing the number with a calculator,
then multiply the result by 100. For this problem
0.0625 = 0.0625 (100%) = 6.25%
If you need to work with ratios, then try this
1.5/24
= 15/240 {Multiplying numerator and denominator by 10 to get rid of the decimal)
= 5/80
= 1/16
