How is nitrogen fixed in the nitrogen cycle?..

Decomposition is the breakdown of dead organic matter. It involves all nutrients like carbon, nitrogen, sulfur, magnesium, etc.. Hence, it is not specific to nitrogen and is definitely not nitrogen fixation.
